Citizens’ Advisory Committee Meeting Minutes

 6:30 to 8:30 p.m. Monday, Jan. 12 – Legislative platform and issues.
 All day on Wednesday, Jan. 21 – TENTATIVE trip to Jefferson City with CAC, Business Roundtable and Board of Education.
 6:30 to 8:30 p.m. Thursday, April 16 – TENTATIVE Legislative Forum with Business Roundtable.
 6:30 to 8:30 p.m. Wednesday, April 29, topic to be determined based on survey.
CAC Talking Points from Oct. 30 Meeting
 CAC members heard a presentation from Dr. McGehee and Dr. Blevins regarding a proposed April 2015 no-tax-increase bond issue, including construction of a new Summit Technology Academy / Missouri
Innovation facility (in partnership with the University of Central Missouri) as well as school facility
improvement projects and deferred maintenance projects.
 The proposed bond issue would total $40 million with approximately $16 million for STA/MIC,
approximately $21 million for deferred maintenance and critical projects at school sites and $3 million
designated for non-allocated contingency/fees for all projects.
 The school facility improvements and the deferred maintenance projects were developed using a 2012
architects’ audit of all schools focusing on facility needs and with input from each school’s principal.
 CAC members worked in small groups and provided feedback on the projects. Each group presented
briefly on their recommendations, and poster boards including written feedback were collected and are
being shared with the Superintendent’s Leadership Team.
 Feedback from the CAC as well as Business Roundtable and PTA Council will go to the Superintendent’s Leadership Team (SLT) with a recommendation for the Board of Education finalized through the SLT.
 It is anticipated that the Board of Education’s Jan. 22 meeting agenda will include a decision item
regarding the proposed no-tax-increase bond issue.

CAC members attending included Chairperson Kent Kirby, Assistant Chairperson Elaine Bluml, Bill Baird, Ron Baker, Dr. Brent Blevins, Dave Boulden, Diane Clark, Don Clements, Dr. Kevin Daniel, Dr. John Faulkenberry, Dr. Roger Fender, Trish Frevert, Eric Gibbs, Jacque Gragg, Terri Harmon, Stephen Hill, Charlie Johnson, Valerie Jones, Dr. David McGehee, Amy Moore, Janice Phelan, Linda Thee, Lisa Vaughn, Sonja Wald, Dorothy Walk, Cheryl Ward and Ying Zurbuchen. Guests included Dr. Katie Collier, assistant superintendent of elementary instruction; and Kyle Gorrell, R-7 director of facilities. The meeting opened at 6:33 p.m. and adjourned at 8:35 p.m.

Review April 2015 No-tax-increase bond issue priorities

Dr. David McGehee and Dr. Brent Blevins presented information on a potential April 2015 no-tax-increase
bond issue, beginning with information about Summit Technology Academy/Missouri Innovation Campus.

 The current Summit Technology Academy/Missouri Innovation Campus facility totals 42,000 square feet
and is located within leased space in a business complex.
 The current lease is at a very favorable rate for the R-7 School District due to an abatement situation
involving the business complex. This favorable lease ends in 2018.
 By working in partnership with the University of Central Missouri (UCM), the R-7 School District is
considering a no-tax-increase bond issue in April 2015 that would construct a new facility to be used by UCM for programs currently housed in leased space at UCM’s Summit Center as well as for the R-7
programs (Summit Technology Academy and Missouri Innovation Campus).
