SPECIAL EDUCATION
Currently, a parent of a child with an individual education plan may request an expedited hearing to challenge the disciplinary placement of the child in an interim alternative setting or to
challenge a manifestation determination connected with an interim placement for weapons, drugs, or dangerous behavior. This bill replaces the specific reasons for the disciplinary placement with language that permits a parent to request an expedited hearing on
any disciplinary change of placement. The bill also revises the appeal procedure for the hearing panel decision, which currently permits appeals pursuant to the administrative procedures
statute. Instead, the bill specifies that a court will hear the case without a jury upon the record filed as the resolution conference statutes provide and limits the court's review to a
determination of whether the agency's action violates the constitution, was made upon unlawful procedures, is arbitrary or unsupported by the evidence, or involves an abuse of discretion.
The bill also revises the state's policy on special education from one of maximization to the provision of a free appropriate education consistent with the federal statutes on special
education.

At the recent candidate forum Patti Buie stated that the Lee's Summit School District spends $3 on every special education student for every $1 they spend on regular education students.
Patti Buie did not make that statement it was someone else. Maybe you were so in involved in your special agenda you did not pay attention to who said what.

According to Texas Instruments, Their special needs students represent 11% of their enrollment. They spend 7.5% of their budget on special needs. And let's not forget that they get extra money from the federal government for children on IEPs.
This part of you post just does not make sense. I don’t know were you were educated but you did not learn basic math. You also said $200,00,000,000 if the commas are moved to denote money this would be 20 Billion. You then stated $15,000,000,000 this is 15 Billion, 15 Billion of 20 billion is 75% not 15%. It appears you lack the basic math skill to be running for public office in the school district. I would like to see you back up the 20 Billion budget statement with facts not your rambling ranting and raving.

You question Money Magazine but expect us to believe you (with your special agenda) and your “facts”.
Your entire article was such a hodgepodge of drivel I don’t believe anyone could follow it. If we are spending 3 times the amount on “special needs” students than we spent on regular students we need to review this and have a more balanced program. I have substituted in the LS school district and had some of these “special needs” students in class. Most of this money is being spent for high paid day care providers. These students should be graded and entered into a program that meets their individual needs. Most of them will never be able to meet the minimum requirements for a High School diploma but use up needed recourses that could been better used.
You picket the school district administrators and make yourself look a fool. You then talk about how bad the district is. (The facts show just the opposite is true). You think you have the answers to the districts problems (as perceived by you). To me you appear as some nut case with their own agenda and to heck with anyone that does not agree wit you. I predict a crushing defeat for you and you personal agenda. I believe the voters of Lee’s Summit will see you for what you really are.
